“The quality of life in Baltimore County must remain our most focused priority”
-Ray Boccelli
Ensure a positive working environment and instill a sense of pride and professionalism among Deputies through the use of accountable, responsible and reliable management of resources and positive and responsive leadership of personnel.
“I will conduct a review of salary and job benefits attempting to ensure both are commensurate with neighboring Maryland law enforcement agencies. Assignments and promotions will be based on qualifications such as training, knowledge and experience. The Baltimore County Sheriff’s Office will be on the forefront in the areas of technology and training utilizing every opportunity available. Funding for this will be secured through grants. Close relationships will be established and maintained with County agencies and continued cross-training with neighboring law enforcement agencies will ensure our Deputies are fully trained, professionally uniformed and technologically equipped to perform their jobs.”
To be open minded, responsive and responsible to the citizens of Baltimore County regarding their views, opinions and suggestions regarding the Baltimore County Sheriff’s Office.
“I am committed to work in partnership with county agencies, businesses and residents to accomplish this goal. Continued participation and involvement with Baltimore County’s professional, civic, business, and residential groups will encompass soliciting opinions and feedback as well as incorporating positive actions for the betterment of the County.”
Ensure the safety and security of the Circuit Court facility; both building security and courtroom security.
“The court system in Baltimore County, and elsewhere, is more in danger of incident today than at any other time in history. Courts have always been a place where problems occur on a constant basis due to the nature of what takes place in a courthouse. Now the threat of terrorism and the easy accessibility of a courthouse as a government building make the Sheriff’s office have to adapt to keep the personnel and citizens secure. I will bring Military and law enforcement experience to the table, along with my knowledge gained in the Integrated Homeland Security Program at Towson University. I will actively seek out grants to ensure that the funds are available to bring the Baltimore County Sheriff’s Office up to date.”
Enforce Immigration Law Senate Bill 287.
“Illegal immigration is a serious issue that must be confronted, dealt with, and monitored. Maryland ranks thirteenth in the country and Baltimore County ranks third highest in illegal immigration (http://somd.com/news/headlines/2010). Individuals incarcerated in Baltimore County will have fingerprints checked against FBI, ICE and Homeland Security databases. Baltimore County will not be a safe haven for Illegal Immigrants and will not take jobs from those U.S. citizens and legal immigrants residing and raising families in our County. A close partnership with ICE will be established ensuring complete, timely, and accurate exchange of information and continued communication will take place.”
Ensure administrative processing of prisoners is complete and accurate.
“The complete adjudication of prisoners is a procedure that cannot afford weak links. Prisoner processing must be checked and cross checked; any discrepancies places citizens at danger and are unacceptable. The Baltimore County Detention Center should be reassigned under the responsive umbrella of the Sheriff’s Office. This will ensure continued and complete continuity of prisoner exchange and prisoner processing. Additionally, this will allow for closer transitioning and enforcement of Immigration Bill 287. As long as both institutions are separate entities, the greater the possibility of such issues as mismanagement of prisoner processing, lack of administrative continuity and increased possibility of prisoner release prior to complete adjudication.”
